The placement for towel bars and most builders recommend, above a toilet, to put a towel bar between 21 and 28 inches above the toilet and then again, depending on what else you have in the toilet, so you can line it up. It gives you a little bit of flexibility for towel bars right out of a shower or bathtub. They actually recommend 48 inches for adults and 36 inches for kids and that's when you're reaching out of the bathtub.
